The Role
? Overall Marketing, Commercial and Technical responsibility of the branch
? Oversees tidy office, laboratories, camp and staff house environment
? Oversees the maintenance of all equipment, vehicles, training apparatus, documents, books, manuals and inventory allocations.
? Overall responsibility of the implementation of Quality Systems (including calibration)
? Oversees the implementation of all health and safety adopted procedures
? Establishes or adjusts work procedures to meet schedules and deadlines
? Oversees and controls time and testing records
? Sets in coordination with GM the yearly objectives for the Branch and ensures the achievement of these objectives
? Prepares yearly budgets and ensures the achievement of the budgets as approved by the GM
? Performs close cost control on the branch operation at all levels and ensures that expenses are within the yearly approved budgets
? Assists in recruitment and approves the enrollment of new recruits
? Evaluates and assists in the procurement of equipment and other purchases as needed in the laboratory and other divisions
? Follows-up legal issues as stipulated in the laws of the local government and ensures that the company is in line with these laws
? Analyzes and resolves, or assists workers in solving work problems and provides moral assistance and support for their personal problems
? Signs laboratory technical reports
? Writes and reviews technical reports issued by the laboratory
? Prepares tenders, quotations and estimates for laboratory works and reviews and approves quotations issued by other divisions in the branch
Requirements
• Bachelor's degree (B. S.) from three-years College or university and minimum three years related experience in laboratory testing of construction materials. Good knowledge of ISO 9001 standards requirements and / or of the Quality Management system adopted in the company; or Minimum six years related experience and/or training; or equivalent combination of education and experience.

The Role
- Overall Marketing, Commercial and Technical responsibility of the Laboratory.
- Prepares a proper top-down, structured project Planning comprising a process breakdown structure, work breakdown structure, chart and dependency Network. Plans should identify not only all of the processes and services that will be delivered during the project period but also all of the activities that will be required to be accomplished and to be delivered. The activities should be broken down into various levels with the lowest level to be monitored. The plan should also identify the project budget broken down into the level of detail required to be managed by the project manager.
- Defines the proper organization, resource requirements, hard and soft skills required of the resources, etc. to deliver the project to which he has been assigned to.
- Manages and monitors the project plan to ensure successful completion of the plan activities and delivery of the project on schedule.
- Manages and monitors the budget to ensure that the project is delivered within budget.
- Defines the content/format of and prepare the various achievement reports to be distributed on an agreed timeframe.
- Establishes, implements and manages processes and procedures covering configuration management, including Change Control, Risk Management, and Documentation Management.
- Establishes and implements a team culture within his assigned project.
- Oversees the maintenance of all Laboratory equipment, training apparatus, documents, books, manuals and inventory allocations.
- Prepares tenders, quotations and estimates for laboratory works and reviews and approves quotations issued by other departments in the Laboratory.
- Maintains and keeps updated technical references, relevant codes and standards.
- Maintains technical standards, keeps aware of technical development and where appropriate, maintains contact with various local technical committees and bodies.
- Handles customer complaints as reported by the Quality Division and sets-up curative, corrective and preventive actions.
- Represents the Laboratory at technical and commercial meetings including liaison with clients or technical groups.
- Develops subordinates and direct reports and prepares them to assume higher positions through training, coaching, and regular guidance.
Requirements
- Master’s Degree in Engineering or a Bachelor’s Degree (B.E.) in Engineering with a considerable experience in managing laboratories (minimum 5 years).
- PMP certification is a plus.
- Ability to establish and maintain effective working relationships by developing a high level of credibility and trust with employees, officials, and the general public.
- Demonstrated ability to interact as a leader in a team-building environment with a wide variety of individuals from diverse disciplines, cultures and experience.
- High levels of resourcefulness, influence, execution skills (strategy through implementation).
- Ability to build and lead an effective team and foster a sense of collaboration to achieve goals.
- Conversant with ISO 9001, ISO 17025 and HSE systems.
- Experience in financial control of service laboratory.
- Strong personality.
