The Role
Responsible
for the full remit of the delivery of Estates Management services to the Al
Maryah Tower including operational and service provider team management, PPM
and specialist services.
The Estates Manager is charged with assisting with the delivery of the strategic direction of both the engineering and some soft services within the Al Maryah Tower by ensuring the effective management of a number of outsourced service providers, with the primary objective of ensuring that adequate management systems are in place to continually ensure a safe and compliant environment.
Key accountabilities
- Develop engineering strategic framework (Percentage of time = 5%)
- Support the development and implementation of the Serco team strategic operations framework.
- Input into the development and implementation of the Serco strategic framework and adopting Best Practice methods in respect of engineering and soft services, working closely with other members of the Serco Al Maryah Tower account team
- Maintain strong working relationships with tenants maintaining an emphasis on frequent, thorough, and professional communication on engineering related matters
- Coordinate the development of Serco`s engineering policies and standards (Percentage of time = 15%)
- Implement the engineering process, procedures & statements of requirements to underpin client engineering standards according to the approach agreed by the Property Manager
- Develop additional engineering statement of requirements specific to the needs of the client/tenants.
- Ensure strict adherence across the account to the Project Manager`s guidelines, process and procedures.
- Provide operational support to the Serco (Percentage of time = 80%)
- Be a technical first point of call/focal point for all air conditioning issues that are escalated by the Property Manager or another team member
- Acts as the Authorised Person for all HV systems on the development and support the Head of Facilities Management who acts as Senior Authorised Person (SAP)
- Provide facility management advice, guidance and support to the Serco team on all related matters to scope of operations
- Manage all upward reporting related to engineering, such as financial and cost control, code and regulatory compliance, personnel management, staff training and development, team productivity and Health & Safety, environmental and energy management
- Manage all upward reporting related to cleaning, waste and landscaping services, such as financial and cost control, code and regulatory compliance, personnel management, staff training and development, team productivity and Health & Safety
- Communicate operating philosophies, technical information, objectives and expectations to the employed engineering, waste and cleaning service provider(s) engaged on the development
- With the Property Manager, develop and maintain standard operating procedures, emergency response procedures, preventive maintenance programs and all technical documentation
- Develop a complete personal knowledge of the design intent, operational alternatives and contingency plans related to all key building systems
- With the Property Manager, develop and deliver the quarterly engineering reports as applicable.
- Assist, support and help develop the Property Manager in both technical and soft services delivery..
- Assist and direct the engineering service provider(s) to ensure delivery of contracted service levels.
- Promote engineering best practice and act as a catalyst for engineering excellence, continuous improvement and valued engineering
- Firmly establish and empower technical owners in each facility to ensure optimisation and productivity of service providers
- Technical compliance auditing and oversee the effective and timely close out of corrective action plans. Perform annual operational reviews with a focus on compliance with the Management Agreement and all applicable regulatory requirements
- Review all work activities documentation prior to approving that the work can proceed and escalate all high risk activities to the Property Manager for further review
- Provide first line input to capital and expense plan development in order to strive towards critical services guideline and address equipment life expiry
- Manage the development, delivery and identify potential savings for the Energy Management Program across the Al Maryah Tower development
- Under the direction of the Property Manager and working with H&S Support develop and deliver the operational health & safety audits for the Square and service providers, as applicable
- Manage the Incident and Root Cause investigations for engineering incidents
- Participate in the incident call escalation process
Site Specific Information:
- The project is a Grade A Office Tower comprising of approximately 49,000 sq. m gross total area and is located on a plot within Al Maryah Island in Abu Dhabi, the Capital Centre Business District Area. The building comprises of a single vertical tower of 24 storeys above podium level, including integrated basement and podium parking. Additionally, the building consists of 1,046 underground/podium parking spaces with lifts integrated access to the ground level reception areas. The project which is currently under construction is due to be completed in March 2015
- The island is still under development and there are numerous other large build projects underway in the immediate vicinity.
Working Practice:
- Due to the nature of this role and the client`s business needs, some weekend works may be required during the course of the year. An appraisal has been made of this requirement within the remuneration package to cover such foreseeable planned works. From time to time some project driven works will require management attendance and these will be subject to other mutually agreeable arrangements- typically time off in lieu.
